Document guidelines for GitHub Actions assets #42512
Description
We'd like to organize our workflow and actions file in a consistent manner. This will ease diffs, but also adoption by other projects. As part of documenting our guidelines (that are still WIP) we should do a first pass to apply those principles to supported branches.
