Remove concurrency restrictions for CI and System Test workflows

To shorten the feedback loop, we'd like multiple runs of the CI and System Test workflows to be able to occur in parallel. The single-run-at-a-time restriction on The Build and Deploy Snapshot workflow will remain to avoid problems with concurrent deployment of the same snapshot version.
