Build FAPI sample

Build a FAPI (Financial-grade API) sample to demonstrate the necessary configuration based on the FAPI parts of the OpenID Connect conformance tests. This will help drive enhancements to Spring Security and Spring Authorization Server which can be used to simplify the sample further once a working version is established, and help to measure effectiveness of related enhancements and new features.
