[framework 7] API versioning - validation for version attribute (is versioning configured)

The version attribute of the various annotations (mappings and exchanges) should be validated to see if the versioning feature is enabled and configured in the web config or not.

The corresponding quick fix can then add versioning config to the web config (the class or the boot properties)

The Java source based approach is implemented here (looking at configs from WebConfig classes). Taking the property-defined versioning into account is not yet implemented. Quick fixes and property-based configs got moved out to separate issues.
