Configure versions-gradle-plugin

The plugin provides some insights with regards to dependency upgrades that could be applied on a particular branch. I'd like to see if it's possible to improve it to match our 3rd party upgrade policy.

@snicoll , just wondering: have you considered using Renovate instead?

For instance, you could configure "matchUpdateTypes": "patch" to allow patch updates only.
