Add message and label for low liquidity event

Current low liquidity incidents are displayed as generic incidients. We should add proper label and message to let user know what was the problem when facing low liquidity issue.

Implementation details

• update badge label with liquidity status
• if status of transfer is linked with low liqudity, append message to detail view like Temporary Sygma is missing {token} liquidity on {relay-chain}

Testing details

• create some snapshot test to cover this special condition

Acceptance Criteria

• test must pass locally -we don't have yet testing pipeline
• upon low liquidity transfer status, UI should render badge and mesage
