Refine the error message of workflow submission failure

If the workflow submission fails, the error message may be:

getCurrentStepGroup: checkNodeType failed Steps(expected) != (actual)
```

It may be hard to know the error is workflow submission failure if we see these error messages. Need to refine the error messages.
