Pillow version change breaking optimize plugin?

This change breaks builds for us with the following error:

ERROR   -  Config value 'plugins': The "optimize" plugin is not installed

If I undo the above change it builds just fine. I am not sure I understand why this happens as Pillow installs the same version both times.

Guessing it is maybe an invalid syntax and that it needs to be something like this?

imaging = [
  "pillow>=10.2,<12.0",
  "cairosvg~=2.6"
]

My fault, I did not check the PEP docs and thought this was possible. 🤦‍♂️ Fixed in 1f3c48e.
