Modifying CMAKE to work with the PHY testvectors available

Greetings.

Dear srsRAN users, I came across a possible condition where some PHY vectors might not be available. In such a case, please modify the CMAKELists.txt in the srsRAN_Project/tests/unittests with the file attached in this email. (I have just modified the macro in this file to consider the PHY vector data sets available, so that the build does not throw errors due to the non-present PHY vectors). I hope this fix helps you guys as well.

I'm sorry for your troubles with the test vectors. Unfortunately, because of some technical issues, we only provide the most up-to-date set of test vectors with major releases, so it may happen that they get outdated when we push minor updates to the repository. I'll be happy to provide a fresh set of test vectors, should you need one.
