Stable Haskell Bindists

We should have one distribution file. We can have the separate components:

• compiler
• tools (cabal, later hls, ...) statically
• cross packages/config (basically the lib/ part)

The distribution file should contain the compiler + tools + selected cross targets. (Ultimately we want to be able to just build them on-demand).
