Use dictionary arrays for repeated string fields

Things like stac_version, type, and collection are invariant (or mostly so), so we should use dictionary encoding for them.

Per stac-utils/stac-geoparquet#45 (comment) parquet should already be doing this for us, we just need to do it in-memory for the arrow part.
