[cmake] allow for both shared and static builds

This is extremely trivial to add via OBJECT libraries; see eden-emulator/sirit@495d1cf

This is more of a self reminder since I want to add this. Notably, MSYS2 normally packages both static and shared versions of libraries if possible, but for QuaZip this is currently impossible, otherwise they have to build it twice which... yuck
