chore(hbase-phoenix-omid): Update container images ahead of Stackable Release 24.11

Part of #831.

Remove hbase 2.4.17, and omid versions 1.1.0 and 1.1.1. Remaining versions are correct for the release. No Java bumps looks to be required.

Please add the scheduled-for/20XX-XX label.

### Update tasks (HBase, Phoenix)
- [x] Update `versions.py` to reflect the agreed upon versions in the spreadsheet (including the removal of old versions).
- [x] Upload new versions (see the `hbase/*.sh` scripts).
- [x] Update `versions.py` to the latest supported version of JVM (base and devel).
- [x] Update other dependencies if applicable (eg: phoenix, opa_authorizer, etc).
- [x] Check other operators (getting_started / kuttl) for usage of the versions. Add the PR to the list below.

### Update tasks (Omid)
- [x] Update `omid/versions.py`to reflect the agreed upon versions in the spreadsheet (including the removal of old versions).
- [x] Upload new version (see `omid/upload_new_omid_version.sh`).
- [x] Update `versions.py` to the latest supported version of JVM (base and devel).
- [x] Update other dependencies if applicable (eg: jmx_exporter, etc).
