persist_hostkeys role requires too broad an export #506
Description
Currently this assumes a path on appliances_state_dir to save the keys to. This means that entire directory has to be exported to the login nodes. It would be better to change this so that it takes an explicit path, and we only export appliances_state_dir/hostkeys/{{inventory_hostname}} to each login node.
