Disable database internal/backend TLS

Because of a SSL handshake bug with ProxySQL 2.7 [1], our use of
intermediate CA breaks K-A database internal/backend TLS.
Disabling them until either the bug fix is backported to 2.7 or K-A
bumps it to version 3.x.
