This PR temporarily hardcodes the installation script to use ToolHive v0.2.17 to work around early exit behavior introduced in v0.3.0+ when no container runtime is detected.
- Comments out the dynamic GitHub API release fetching logic
- Hardcodes version to v0.2.17 and its corresponding tarball URL
- Adds explanatory comment about the temporary nature of this fix

Temporarily hardcoding the Vercel install script to work aorund the new v0.3.0+ behavior of exiting early if a container runtime isn't found.
