tcp-lb (#513)

Summary:

- TCP load-balanced mocking with unchanged provider docs in place.
- CI function for unchanged provider docs.
- Mocked provider APIs now compatible with actual path prefixes.
- Robot components configurable and reusable.
- Fit for sharing across `stackql` estate.
- Integration test more configurable.
- Integration testing by tag.
- Spped up and paralellise build and test.
- Split docker build and test.
