Add challenge mechanism in case op-drops are not picked up by stackers

Description

Implement the challenge mechanism as described here: stacks-sbtc/sbtc#349

Context / Purpose

When the revealer service reveals a deposit but the stackers fail to pick up the transaction during the polling mechanism, we need to implement an alternative scheme to pick up deposit transactions that is independent of the stackers using the reveal API

Steps

Follow the steps outlined in the diagram: stacks-sbtc/sbtc#349

Artifacts / Acceptance Criteria

• Deposits can be fulfilled when polling fails
• Tests pass that artificially simulate polling failure but deposits still working using the challenge tx
