Stactool fails on some products in Sentinel-2-L2a bucket

There are some products, where the stactools fails, because of incompatible metadata.xml.

Example product: s3://sentinel-s2-l2a/tiles/31/U/GT/2017/5/13/0/

The issue seems to be the TILE_ID, which is not present in some products

Potential solution: fall back to TILE_ID_2A as a tile id for the sentinel 2 l2a products...

There also seems to be an issue in:

n1:Quality_Indicators_Info/Image_Content_QI being renamed to n1:Quality_Indicators_Info/L2A_Image_Content_QI

I believe this is issue related to older processing baselines (hinted at by the scene being a 2017 datetime). It would probably be nice to fix, but ESA has also reprocessed their older data to a more consistent baseline (see collection-1) that will work with this package.

If you're able to find the documentation around when this change was made feel free to submit changes or drop the info and myself or others may have time to work on it
