CSRF token doesn't get updated

I have something strange going on. I have completely disabled the cache with STATAMIC_STATIC_CACHING_STRATEGY=null. Cleared the cache, static and stache folders. I can also see new sessions in the storage/framework/sessions folder. However for some reason the CSRF token doesn't change for users resulting in a 419 Page Expired. Does anybody perhaps know why the CSRF token doesn't get refreshed?

I was able to solve this by manually clearing the public/static folder.
