Null ID value on Database stored Entries - cannot create entries

Setup

• General statamic 3.1 install
• entries are being stored in DB vs. flat file

Issue:
Tried to create a new collection - this succeeded
Tried to add an entry to that collection and get the following error:

Tried to add an entry to an existing collection - and get the same error as above

Here is the description of the entries table - it should be getting an ID automatically...

I have purchased a license - however it doesn't show as synced in the licenses area and it says I am 'unlicensed'. -would this be why? or would it be a different issue.

I have also php please stache:clear and php artisan cache:clear - no success

Any ideas here?
