Moving assets breaks references

Bug description

I moved a bunch of assets (images) into a new folder.... like half of the content referencing those images weren't updated.

CP -> Assets. Checked like 20 and clicked Move.

How to reproduce

Move some assets.

Maybe same issue as #11662 and maybe (just guessing) a regression from #11442

Let's close this in favour of #11662, it sounds like the same underlying issue.
