Can function on targetless transition

Hello !
I was expecting the function can to return true for the event on root but it's false. This is the behavior intented ?

Try providing a target, such as:

on: {
  Hello: {
    target: 'Test'
  }
}

The .can(…) method returns true only if:

• the target is defined, or
• there are actions

I can't do that, in my case I have a parent state with several child state, if I specify the target as the parent state it will reset the state to the initial child state.

You can add a null action, but what is the use-case for having a transition that does nothing?
