Use 'poetry-plugin-pypi-mirror' to controll project sources

We should consider using 'poetry-plugin-pypi-mirror' to handle the swapping of project sources between different environments.

This should give a better UX, because users will no longer be required to run 'ssb-project build' to ensure appropriate source used for the current environment.
