Expanding rate estimation with pooled beta estimates for small groups

Sometime strata are too small to use by themselves to build a rate model on. In this case it is useful to use a pooled estimate for calculating beta values. This may be by pooling values within a larger grouping variable. This enhancement should be done so that this process is automated given a criteria and within specified groupings (several should be allowed with priorities).
