Implement eth/71 (EIP-8159)

https://eips.ethereum.org/EIPS/eip-8159 is optional for https://notes.ethereum.org/@ethpandaops/bal-devnet-3 so is lower priority than the required EIPs and EIP updates. It depends on EIP-7975 (eth/70) to have been implemented first; they build on each other.
