remove: remove meanwd from namespace

This commit removes the `meanwd` symbol from the `@stdlib/stats/base` namespace due to a package migration.

BREAKING CHANGE: remove `meanwd`

To migrate, users should access the same symbol via the `@stdlib/stats/strided` namespace.
