feat!: update namespace TypeScript declarations

This commit removes `mulf` from the `math/base/ops` namespace.

BREAKING CHANGE: remove `mulf` from `math/base/ops` namespace

To migrate, users should access the same symbol via the `number/float32/base` namespace.
