remove: remove stats/base/nanmin-by

This commit removes `@stdlib/stats/base/nanmin-by` in favor of `@stdlib/stats/strided/nanmin-by`.

BREAKING CHANGE: remove `stats/base/nanmin-by`

To migrate, users should update their require/import paths to use
`@stdlib/stats/strided/nanmin-by`, which provides the same API and implementation.
