remove: remove stats/base/dsnanmeanwd

This commit removes `@stdlib/stats/base/dsnanmeanwd` in favor of `@stdlib/stats/strided/dsnanmeanwd`.

BREAKING CHANGE: remove `stats/base/dsnanmeanwd`

To migrate, users should update their require/import paths to use
`@stdlib/stats/strided/dsnanmeanwd`, which provides the same API and implementation.
