remove: remove utils/thunk

This commit removes `@stdlib/utils/thunk` in favor of
`@stdlib/function/thunk`.

BREAKING CHANGE: remove `utils/thunk`

To migrate, users should update their require/import paths to use
`@stdlib/function/thunk` which provides the same API and implementation.
