Description
This RFC proposes refactoring of math/base/special/cceilf to follow latest project conventions. currently the function doesn't support stdlib_complex64_ttypes in C and it doesn't have a native addon. to solve this issue we must:
- refactor C files to make use of
stdlib_complex64_t - write native addons for the same
- update tests, docs, examples and benchmarks according to latest project conventions.
