[RFC]: add `constants/float32/max-safe-nth-tribonacci`

Description

This RFC proposes adding a new package to the constants/float32/* namespace: @stdlib/constants/float32/max-safe-nth-tribonacci.

This package is the single-precision equivalent of @stdlib/constants/float32/max-safe-nth-tribonacci.
