Add ARM support

Hi @stefan-golinschi,

I would like to use your py-rest-wol application on a Raspberry Pi.
Therefore I would need a Docker image which supports the ARMv8 platform.

So would it be possible to enable ARM images creation/publishing?

I guess extending the publish_image.yml by something like this could already be enough.
