Separate PackStream as own project?

PackStream takes care of serialization and unserialization of data which are send over Bolt protocol. But it doesn't have to be limited only for Bolt in future. It would make sense to make it as separated project. That way anybody implementing PackStream would be able to use that project. 

I get this idea from MsgPack. It's not something on radar now but it is something which can happen.
