[Contract Data API] key_decoded query for KALE need to return the result much faster

It queries too slow for Kale ID when fetching its key_decoded column values

We tested this in Cloud SQL Studio together on 09/12

We need to apply the same time filter as we would with a contract storage closed_at/updated_at
