Handle TTL which can decrease over time #35

What problem does your feature solve?
In #33 (comment), we assumed that TTL is only going to increase, however that's not the right assumption. In very few cases, TTL can decrease.
We will like to address that.
What would you like to see?
Update TTL enrichment condition such that a ttl is updated when:
- existing ttl entry is null
- or ledger sequence of incoming entry is greater than existing entries ledger sequence
