MERGE operator for PostgreSQL dialect

Hello!
What is the current status of MERGE operator support in PostgreSQL? Are there existing plans to implement this feature in the dialect? I am considering contributing the implementation for this functionality and would like to understand whether this would align with the project's roadmap and whether a pull request for this feature would be welcomed.

There are no existing plans, but I will be happy to review it.

The benefit of Bob having distinct packages for each dialect means ideally, supporting something like MERGE aligns with the project.

Since this is a distinct type of query, support will be similar to SELECT.

If you decide to work on this, I would suggest opening a PR very early so that I can give feedback as the work progresses.
