Evaluate Airflow Platform Options

A decision needs to be made b/t setting up MWAA in AWS or creating terraform for an Airflow 2 cluster in AWS.

I've spent a bit of time going through REDB_Workflows, and I'm not seeing anything that would cause us to hit any limitations within MWAA. With the introduction of Airflow 2 to MWAA, there are some changes that might require some code tweaks in the DAGs (primarily in the module imports), but otherwise I'm really not seeing any reason why we shouldn't at least try it.
