Request - add a proper GitHub Release for the v0.7.0 and v0.7.1 tags

A confusing point about the state of this repo is that it looks like the latest release version on it is 0.6.0 (until you dig into the `Cargo.toml` file and see the git tag).

It's easy to retroactively add boilerplate GitHub Releases for the git tags.
