Accomplished Tasks

• added filecoin module in the Go-based go-libstoracha capabilities package
• implemented test on the the filecoin capabilities
• Implemented a set of filecoin-related capabilities including filecoin/info, filecoin/offer, filecoin/submit, filecoin/accept, and filecoin/storefront
• Created IPLD schema definitions for all all the filecoin capabilities data structures
• Wrote unit tests to verify serialization, deserialization, and validation of for the filecoin capabilities
