Research "Privacy On Storacha" and come up with a plan, or a plan to make a plan

Research, document, and evaluate the need and shape of a secure, private storage layer by understanding user needs, system impact, and integration constraints. This work will inform whether and how to implement a privacy layer for client-side encryption, access control, and revocation in Storacha.
