Remove failing constructor config tests

- Delete test_swarm_constructor.py that tested config parameter functionality
- Remove tests for Swarm() constructor config parameter integration
- Clean up tests that relied on reverted constructor modifications
- Ensure all remaining config loader tests pass
- Maintain test coverage for direct ConfigLoader usage
