“Copy billing address” option not shown for free levels when using Address for Free Levels Add On

When a site has a Free membership level and is using both the Address for Free Levels Add On and the Mailing Address Add On, the “Copy the billing address used above” checkbox does not appear on checkout.

To Reproduce
Steps to reproduce the behavior:

1. Create a Free membership level.
2. Enable the Address for Free Levels Add On.
3. Enable the Mailing Address Add On.
4. Visit the checkout page for the Free level.

The “Copy the billing address” option is not displayed.

Isolating the problem (mark completed items with an [x]):

• I have deactivated other plugins and confirmed this bug occurs when only Paid Memberships Pro plugin is active.
• This bug happens with a default WordPress theme active, or Memberlite.
• I can reproduce this bug consistently using the steps above.

This is true without the Billing Address field on Free Levels, it uses the Donation Add-On, and the Free user is making a donation.
