`docker_env` has `TPROXY_MIN_INDIVIDUAL_MINER_HASHRATE=10_000_000_000_000.0` regardless of wizard input

I was doing the JD setup and I noticed that no matter what I input on Min Individual Miner Hashrate (Th/s), I always end up with TPROXY_MIN_INDIVIDUAL_MINER_HASHRATE=10_000_000_000_000.0 on the resulting docker_env

since we're making TH/s the default unit, it would also be good to allow for decimal notation for lower values, e.g.: 0.001 for GH/s or 0.000001 for MH/s
