It would be nice if bringing the store online had its own timeout so that we could shorten the test timeout and perhaps just fail if the store comes online instead of failing every test in the store with a timeout?

• Elasticsearch (2 versions tested, 30s wait, 2s intervals)
• MongoDB (2 versions tested, 30s wait)
• DynamoDB (2 versions tested, 30s wait)
• Memcached (3 versions tested, 30s wait)
• Valkey (2 versions tested, 30s wait)
• Vault (1 version tested, 30s wait)

Total: 7 stores × multiple versions = 14+ parameterized test suites affected by this issue.

Implementation Steps

1. Add Configurable Fixture Timeouts

Create a new configuration option for store fixture timeouts that's separate from test timeouts.
