Ask event submitter for confirmation on hybrid regions

It would seem that a lot of people submitting event requests don't understand the use of the region checkboxes and set a physical region even for purely virtual events. Maybe a time zone thing?

When users register a hybrid (i.e. virtual + physical) event, have them confirm if it is actually a hybrid event.
