spell check issues with Spanish and with non-latin languages #9423

What happened?

Some Spanish dictionaries do not work

Some Spanish-language dictionaries don't seem to work, e.g.: Spanish, Spanish (Latin America), Spanish (Spain) .
They simply will not detect any errors at all.

But, for example the following Spanish dictionaries do work though: Spanish (Argentina), Spanish (Mexico), Spanish (US).

multiple language spell-check doesn't work for the non-latin-alphabet language

If you have multiple languages selected for spell check, and they are latin-alphabet languages, they all work to detect errors in their respective languages.
But if you add on a non-latin alphabet language into the mix, the non-latin language will get ignored.
(If you only select the non-latin language, the spell check will work for it)
