NODE_ENV=production isn't loaded from .env early enough to effect clustering

This has to do with how clustering options are loaded quite early (and the load sets the default by examing the environment), by calling into strong-cluster-control, and is hard to load the .env before that, because of side-effects (it occurs for every path, not just master path).
