Measurement Tools

As been discussed in https://github.com/strvcom/strv-web-v2/issues/125 to do any improvements we should set up measurement first.

To goal is to set up measurement tools. Try different stuff for the same goal and later decide which combination to use. If any tool is missing, feel free to edit the list :)

As an output let's open a PR per each tool on v3 branch.

Let's do it in a naive way first - create simple Github Actions with a hardcoded list of URLs. As a next version, we can adapt it to Deploy Previews.
